APPLICANT REQUESTS THAT:

The Air Force Commendation Medal (AFCM) he was awarded be 
reflected on his DD Form 214, Certificate of Release or 
Discharge from Active Duty.


APPLICANT CONTENDS THAT:

He was sent the AFCM in the mail after his discharge and was 
never informed he should have his service records amended.

The applicant’s complete submission, with attachments, is at 
Exhibit A.


STATEMENT OF FACTS:

The applicant served on active duty in the Regular Air Force 
from 4 Feb 85 through 3 Feb 91.

The remaining relevant facts pertaining to this application are 
contained in the memorandum prepared by the Air Force office of 
primary responsibility (OPR), which is attached at Exhibit C. 


AIR FORCE EVALUATION:

AFPC/DPSID recommends approval.  The AFCM is awarded to members 
of the Armed Forces of the United States, below the grade of 
Colonel and foreign military personnel, who while serving in any 
capacity with the Department of the Air Force after 28 Mar 58, 
distinguish themselves by outstanding achievement or meritorious 
service.  The applicant submitted what appears to be an 
authentic certificate for award of the AFCM for the award period 
of 22 Mar 85 to 3 Feb 91, with a Given Under My Hand date of 
22 Jan 91.  He also provided a citation with the official seal 
for the award period 22 Mar 85 to 3 Feb 91, which is consistent 
with the applicant’s date of release, 3 Feb 91.  While a copy of 
the orders authorizing the AFCM to the applicant could not be 
found in his records, the documentation the applicant has 
provided appears to be authentic and consistent with other 
elements in his records.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 28 Jul 14 for review and comment within 30 days 
(Exhibit D).  As of this date, no response has been received by 
this office.


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Sufficient relevant evidence has been presented to 
demonstrate the existence of an injustice.  We took notice of 
the applicant’s complete submission in judging the merits of the 
case and agree with the opinion and recommendation of the Air 
Force office of primary responsibility (OPR) and adopt its 
rationale as the basis for our conclusion the applicant has been 
the victim of an error or injustice.  Therefore, we recommend 
the applicant’s records be corrected as indicated below.  


THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to the APPLICANT be corrected to show that he was 
awarded the Air Force Commendation Medal (AFCM) for meritorious 
service for the period of 22 March 1985 through 3 February 1991.
